Item Academic Degrees of Candidate of Sciences and Doctor of Philosophy Obtained by Oral and Maxillofacial Surgeons in Ukraine: Comparison of Print Diplomas and Their Digital Analogs in Diia (Action) Application: A Narrative Review(Journal of Diagnostics and Treatment of Oral and Maxillofacial Pathology, 2025-02-28) Vares, Yan; Tymofieiev, Olexandr; Maksymcha, Serhii; Yarifa, Mariia; Ukharska, Oksana; Fesenko, Ievgen; Beridze, Beka; Mazuryk, Yaroslav; Romanova, AnnaThe purpose of this narrative review is to analyze the transition of the Candidate of Sciences (CSc) to the Doctor of Philosophy (PhD) academic degree among doctors who defended their theses in modern Ukraine and who specialize in Surgical Dentistry (i.e., Oral Surgery) and Maxillofacial Surgery. The following were highlighted: (1) regulatory documents regarding obtaining a CSc/PhD degree, (2) institutions that issued and issue diplomas and diploma supplements of CSc/PhD, (3) eight CSc and PhD diplomas awarded to citizens of Ukraine and foreigners since 2002, as well as supplements to diplomas, (4) a digital analog of the PhD diploma in the Diia (Action) smartphone application, (5) capabilities of the Diia app for educational documents, and (6) the number and types of points awarded for defending theses and obtaining PhD diplomas. The article also suggests why the Diia app does not contain digital analogs of diplomas of Candidate and Doctor of Sciences.Item Certification of Ukrainian Doctors of All Eight Stomatological Specialties: Analysis of Certification Sheet, Personal Educational Portfolio with Continuing Professional Development Results, and Certificate(Journal of Diagnostics and Treatment of Oral and Maxillofacial Pathology, 2024-07-31) Fesenko, Ievgen; Hermanchuk, Serhii; Maksymcha, Serhii; Ukharska, Oksana; Nozhenko, OleksandrCertification of doctors-stomatologists (i.e., dentists) in Ukraine is a procedure that is not sufficiently covered in English-language articles. Understanding Ukrainian legislation in matters of сertification is extremely important both for foreign colleagues and for stomatologists in Ukraine. The purpose of this paper is to present the original and translation of three main documents of the Procedure for Certification of Doctors of the Order of the Ministry of Healthcare of Ukraine dated February 22, 2019, No. 446 (as amended by the Order of the Ministry of Healthcare of Ukraine dated August 18, 2021, No. 1753). Namely, certification sheet, personal educational portfolio with continuing professional development (CPD) results, and certificate. Each of the documents is detailed. Document templates can be found in Appendices 1, 2, and 3 to the Order of the Ministry of Health of Ukraine No. 446, freely available on the official website of the Verkhovna Rada of Ukraine. Personal educational portfolio deserves special attention, in which the doctor who is undergoing certification must chronologically indicate the CPD activities for the past year, the place of their implementation, the duration or/and bibliographic reference and the number of accrued CPD points. Also, this document requires to indicate the number of medical services provided by doctor during the reporting period (except for the specialties specified in Appendix 5 to the Procedure for the Certification of Doctors and the specialty “Organization and Management of Health Care”). Another purpose of this article is to provide samples of certificates on the assignment and confirmation of qualification categories to doctors-stomatologists-surgeons. The presented certificates were issued by certification commissions at various health care bodies of Ukraine, namely, at (1) the Department of Healthcare of the Kyiv Regional State Administration and (2) the Ministry of Healthcare of Ukraine. All three certificates were issued in 2021.Item Procedure for Conferring the Lifetime Academic Title of Associate Professor to Dentists and Maxillofacial Surgeons in Ukraine: The Difference between the Title and the Position(Journal of Diagnostics and Treatment of Oral and Maxillofacial Pathology, 2025-06-30) Dushyn, Ivan; Maksymcha, Serhii; Ukharska, Oksana; Yarifa, Maria; Doiedalina, Natalia; Patalakha, Olena; Fesenko, IevgenThe purpose of this narrative review is (1) to highlight the procedure for conferring the lifetime academic title of associate professor in Ukraine to dentists and maxillofacial surgeons and (2) to demonstrate associate professor certificates obtained at various dental departments in different years. The nuances of the Order of the Ministry of Education and Science of Ukraine dated January 14, 2016, No. 13 “On approval of the Procedure for conferring academic titles to scientific and scientific-pedagogical workers” and Order dated September 26, 2005, No. 557 “On streamlining the terms of remuneration and approving the schemes of tariff categories for employees of educational institutions, educational institutions and scientific institutions” will be considered. The article analyzes in detail six criteria on the basis of which the academic title of associate professor can be conferred. A monthly supplement of up to 25 percent of the official salary (wage rate) is also being considered for employees who have received an academic title and continue to work at an educational institution. Deprivation of the academic title of associate professor is such a rare phenomenon in Ukraine that it was not possible to reliably identify such cases in open sources. Only isolated cases of cancellation of the decision of the academic council of one of the higher education institutions on conferring the academic title of associate professor due to the inconsistency of educational activities with the applicant's declared specialty were identified.
